CASPER, Wyo. — A Casper man is one of the first to be sentenced in a multi-county drug distribution investigation that brought led to over 15 arrests and busts of up to two pounds of methamphetamine in traffic stops.
Jesse Roy Westmoreland, 45, pleaded guilty to conspiracy to deliver methamphetamine and was sentenced before Judge Josh Eames on Friday, May 22.
Assistant District Attorney Jeff Meyer said Westmoreland’s role was “not tangential.” Wyoming Division of Criminal Investigation agents said Westmoreland was frequently at the home of Bryan Hackleman in the neighborhood behind the west side Albertsons and had been stopped by Casper police with two packaged “eight balls” on July 16th, according to the affidavit.
On Monday, November 10, Hackleman and his girlfriend, 32-year-old Alysha Dahl, were stopped in their Silver Tahoe on Highway 220 by Wyoming Highway Patrol. The trooper said he’d clocked the vehicle going 74 mph in a 34 mph zones, and that the windows were overly tinted windows. A Casper Police Department k9 unit arrived, and in the subsequent search, a lockbox was found concealed in a panel below the cupholders with nearly half a pound of methamphetamine inside, the trooper’s report said.
Agents had learned that Hackleman had gone to meet with 48-year-old Denny Shrove, his alleged source of supply, in Sinclair Wyoming. Agents had been watching Shrove and his girlfriend, 41-year-old Nicole Phipps, since early August, when they still lived in Rawlins, the affidavit said.
One source in Laramie said that they had bought a pound of methamphetamine from Shrove at one time. Agents believed that Shrove got his supply from Loveland, Colorado, and that he also sold fentanyl, cocaine and heroin, the affidavit said. Hackelman allegedly accompanied Shrove and Phipps on one trip to Colorado in late October.
On Sept 24., law enforcement tried to stop a vehicle leaving Shrove’s Sinclair residence. After the driver, reportedly Casper resident Gregory McCoy, fled but eventually gave up and surrendered. About two pounds of methamphetamine was recovered, some of which had been thrown out the window during the chase, the affidavit said.
Agents said they were informed that Westmoreland and Hackleman discussed McCoy’s arrest as a setback for them.
Three days after Hackleman and Dahl were arrested in Natrona County, Shrove was stopped by Highway Patrol on I-25 in Laramie County. About three ounces of methamphetamine, 80 fentanyl pills, 15 grams of cocaine and 4.4. grams of heroin were found, according to the affidavit. Phipps was reportedly arrested at family member’s house the same day with an alleged 36 grams of methamphetamine and 5.7 grams of suspected fentanyl. The DCI agent said he’d learned Shrove and Phipps had recently broken up.
Shrove, McCoy, Hackleman and Phipps, are presumed innocent unless found for pleading guilty.
After Westmoreland’s first arrest in July, a search warrant was executed on his phone. Westmoreland’s number was one of the top contacts for Hackleman, the affidavit said. Two days before the July 16, arrest, Westmoreland reportedly texted Hackleman:
Be careful driving we got followed by a pig last night as soon as we pulled out the driveway he was on are ass all the way to the loaf&jug by Smith’s and he was stocking us…. Had me puckered up plexN fooo I thought I was going to stuff em boi… Standing on the coroner straight slang and rock oh s— come to mother f——- cops for it ran I dash and I duck behind the tree making sure the m—— don’t see me now I’m a fat sack of rocks hell yeah stuffed them police on my drawers I had to pause and yeah it’s still mother—EM.”

At sentencing on Friday, Meyer said that the conspiracy and felony weight charges represented Westmoreland’s seventh and eighth felonies.
“Your Honor, I want to apologize to you and the citizens of Natorna County for by behavior and actions over the last few years,” Westmoreland said.
Westmoreland said he had taken a moral inventory of himself and that the process was revelatory.
Eames imposed a four- to eight-year sentence. Westmoreland will get credit for 195 days served.
