After more than three decades, Peru once again has a bicameral Congress.

The Legislative Branch now comprises 60 senators and 130 deputies, who will perform distinct functions to strengthen political representation, legislative debate, and parliamentary oversight. 

The restoration of the bicameral system marks one of the most significant political reforms in recent decades, reviving a historic model aimed at improving the legislative process and the quality of legislation.

It restores a historic model that was in place in Peru from the first Constitution of 1823 until 1992, when a unicameral Congress was established under the 1993 Constitution. 

The new structure of Congress assigns exclusive and distinct functions to the Senate and the Chamber of Deputies, allowing each chamber to perform a specific role in the legislative process.

The aim is to strengthen political representation, subject legislative initiatives to a second round of debate, reinforce political oversight, and improve the quality of legislation.

Senators and deputies will serve five-year terms.

During their tenure, they may not hold any other public office or engage in any other profession or occupation, except as provided for in the Constitution.

As previously reported, the election of the leaders of both chambers took place on July 26.

Within this framework, Miguel Angel Torres Morales (Popular Force Party) was elected Chairman of the Senate.

In turn, Oscar de Jesus Reto Otero (Good Governance Party) was elected Chairman of the Chamber of Deputies.
