Mogadishu (WDN) – The appearance of Turkish-made ACV-15 armored infantry fighting vehicles on the frontlines in central Somalia has reignited a broader political debate over Ankara’s increasingly visible military role in the country, with critics questioning not the equipment itself but the timing of its deployment and the political context surrounding it.
The armored vehicles were recently spotted in Sumadaale, a strategic area in the Middle Shabelle region that Somali government forces say they recaptured from Al-Shabaab during ongoing military operations. Images circulating from the battlefield show the tracked armored carriers transporting government troops as operations continue in the area.
Turkish made ACV-15 armored vehicle
The ACV-15, manufactured by FNSS Defence Systems of Türkiye, is one of the Turkish military industry’s best-known armored fighting vehicles. Designed to transport infantry safely through hostile environments, the vehicle carries between 10 and 13 soldiers while providing protection against heavy gunfire and artillery fragments. It can also be fitted with heavy machine guns or remotely operated weapon systems, making it a valuable asset in conventional military operations.
Military analysts say the ACV-15 significantly enhances battlefield mobility and troop protection, particularly in difficult terrain where lightly armored vehicles are vulnerable to ambushes and improvised explosive devices. The deployment highlights the deepening defense partnership between Somalia and Türkiye.
Over the past decade, Ankara has become one of Mogadishu’s closest security partners, providing military training, equipment, infrastructure, and advisory support. Turkish-backed units, including the elite Gorgor Commandos, have played increasingly prominent roles in operations against Al-Shabaab.
However, while the Federal Government portrays Turkish military assistance as essential to defeating terrorism, the growing partnership has become politically contentious. Large segments of Somalia’s opposition, together with political leaders in Puntland and Jubaland, increasingly argue that Türkiye is no longer perceived as a neutral security partner. Instead, they contend that Ankara has become closely aligned with President Hassan Sheikh Mohamud’s administration.
That perception was reinforced, critics say, during the May military operation in South West State, when Turkish drones and technical military assistance were reportedly used in support of Federal Government forces during fighting that opponents describe as directed not against Al-Shabaab but against political rivals inside Somalia.
Although neither Ankara nor Villa Somalia has accepted that characterization, the episode significantly altered how many opposition figures view Türkiye’s role. “The concern is no longer simply about military cooperation,” one opposition politician recently told WardheerNews. “It is about whether foreign military assistance is being used to influence Somalia’s internal political balance.”
Timing Raises New Questions
The arrival of additional Turkish armored vehicles comes at a particularly sensitive moment. Somalia remains locked in a deep political impasse over elections, constitutional legitimacy, and relations between the Federal Government and several Federal Member States. Critics argue that the delivery of heavy military equipment inevitably invites political scrutiny.
In Puntland, where tensions between the regional administration and Mogadishu remain high, some political observers fear that the Federal Government could once again deploy military resources in ways that deepen domestic political confrontations rather than focus exclusively on counterterrorism operations.
Those concerns have intensified amid allegations from Puntland officials and opposition groups that Villa Somalia is preparing measures aimed at increasing pressure on Puntland, Somalia’s most stable and secure Federal Member State.
The Federal Government has consistently rejected such accusations, maintaining that all military deployments are directed solely toward defeating Al-Shabaab and strengthening national security. Few dispute Türkiye’s substantial contribution to rebuilding Somalia’s security forces.
Since opening its military training facility in Mogadishu, Ankara has trained thousands of Somali soldiers, supplied military equipment, supported naval development, and expanded defense cooperation through a comprehensive bilateral security agreement.
Yet analysts note that successful counterinsurgency campaigns depend not only on military capability but also on public confidence and political legitimacy. Where sections of the population believe foreign military assistance is being used in domestic political disputes, that perception—whether accurate or not—can undermine trust in both the government and its international partners.
For many Somalis, the debate surrounding the ACV-15 is therefore less about the armored vehicles themselves than about how they may ultimately be employed. Will they remain focused on operations against Al-Shabaab, or could they become entangled in Somalia’s increasingly polarized internal politics?
That question continues to shape public debate as Türkiye expands its military footprint in Somalia. While Ankara insists its support is intended to strengthen Somalia’s internationally recognized institutions and combat terrorism, many opposition figures and regional leaders remain unconvinced.
In today’s Somalia, every new military shipment is no longer viewed solely through the lens of national security. Increasingly, it is also measured against the country’s unresolved political crisis—and the growing concern that military power, rather than political consensus, may determine Somalia’s future direction.
