The Ministry of Foreign Affairs of Kyrgyzstan clarified the procedure for voluntary departure for foreign citizens who have violated migration laws.
According to the ministry, within the framework of the presidential decree, foreign nationals will be issued exit visas free of charge, and administrative fines for violations of residence rules will not be applied.
To use the mechanism, individuals have to first apply to internal affairs authorities and then submit an application through the official electronic visa website of the Foreign Ministry. The ministry emphasized that documents have to be submitted without the involvement of intermediaries.
Applications will be accepted until 11:59 p.m. on July 31, 2026. Requests submitted after this deadline will not be considered, and foreign citizens are advised not to delay the process.
According to the ministry, the measures aim to reduce the number of foreign nationals illegally staying in Kyrgyzstan and improve the effectiveness of migration registration.

From July 1 to July 31, 2026, foreign citizens and stateless persons staying in Kyrgyzstan in violation of migration rules will be able to voluntarily leave the country without administrative liability.
