Dushanbe has launched the eTib digital healthcare system in pilot mode at Health Center No. 15, the first of six medical institutions expected to join the platform.
The system is designed to digitize patient registration and medical records, appointment booking, doctors’ schedules, medical services, statistics and reporting.
According to the State Unitary Enterprise (SUE) Smart City, eTib will also be tested at five other medical institutions in the capital:
- Health Centers No. 13, No. 9 and No. 6;
- City Clinical Hospital for Intoxication and Burn Injuries;
- Republican Educational and Clinical Center for Family Medicine.
A total of 2.97 million somoni has been allocated for the development and implementation of the system. Vatan ICT, the company contracted to carry out the project, is expected to complete the work by the end of 2026.
At Health Center No. 15, the system began operating on August 5.
eTib will allow medical facilities to maintain electronic patient records, manage doctors’ schedules, collect statistical data, prepare reports and offer online appointment booking. Patients will also have access to personal online accounts.
Plans to test the system at six medical institutions in Dushanbe were announced earlier this year after Smart City, which operates under the Dushanbe city administration, signed a contract with Vatan ICT. At the time, authorities did not disclose which medical facilities had been selected for the pilot project.
Vatan ICT has previously developed several digital platforms for government institutions, including the eDonish electronic system for schools in Dushanbe, which has faced complaints from users, as well as a complaint registration system for the Ministry of Internal Affairs.
Following the signing of the eTib contract, Smart City representatives visited Bishkek in June to study Kyrgyzstan’s experience with the digitalization of public administration and healthcare. Discussions focused on medical information systems, personal data protection, cybersecurity and the use of modern technologies in hospitals.
