Starting September 1, 2026, foreign nationals entering Moscow and Moscow Region on a visa-free basis will be required to use the Amina mobile application for migration registration, according to the Representative Office of Tajikistan’s Ministry of Labor, Migration and Employment of the Population in Russia.
Previously, the Amina app was used primarily for the registration of labor migrants. Under the new rules, it will become the main method of registration for adult visa-free foreign nationals staying in Moscow and the surrounding region.
The requirement will apply to foreign citizens aged 18 and over, as well as students from Tajikistan enrolled at Russian universities and vocational education institutions. Tajik citizens engaged in scientific and research activities will also be required to use the application.
The registration procedure for minors will remain unchanged. Foreign citizens under the age of 18 will continue to be registered through the territorial offices of Russia’s Ministry of Internal Affairs at their place of stay.
