In the first half of 2026, Dushanbe officially registered fewer arrivals than departures. This is not yet a population outflow trend, but it may indicate a change in the capital’s role as the main destination for internal migration.
Dushanbe, which for many years remained the main center of attraction for the country’s population, showed a negative migration balance in the first half of 2026.
From January to June 2026, the capital registered 406 arrivals and 790 departures, according to the Statistics Agency under the President of the RT.
Thus, the difference between arrivals and departures was minus 384 people. For comparison: a year earlier for the same period, the situation was opposite — Dushanbe’s migration balance was plus 88 people.
However, these data do not mean that residents have begun to massively leave Dushanbe. This is about officially registered changes in permanent place of residence.
This is not labor migration
It is important to understand: this statistic does not show how many people left Dushanbe to earn money in Russia or other countries.
The Statistics Agency accounts for permanent migration here — resettlement with a change of permanent place of residence. The calculations include people who officially registered their arrival or departure through registration authorities.
Temporary labor migration, when a person leaves for work for a certain period, is not included in these indicators.
Dushanbe continues to grow
Despite the negative migration balance, the capital’s population continues to increase.
According to the Statistics Agency, as of July 1, 2026, Dushanbe had a population of more than 1.3 million people. The city’s population grew over the year.
This is an important point: one migration indicator does not provide a complete picture of demographic processes. Population size is also affected by birth rates, mortality, and other factors.
Therefore, it is more accurate to say not that “Dushanbe is losing population,” but that the structure of official migration has changed.
Why did Dushanbe end up with a migration deficit?
A negative migration balance can be associated with several factors at once.
For many years, Dushanbe was the main destination for internal migration. People moved here for work, education, medical services, and broader opportunities. But gradually the situation is changing. Some residents may choose different strategies: stay in their region, develop their own business, work remotely, or seek opportunities outside the country.
Moreover, official statistics reflect only registered changes in place of residence. It does not show all forms of population mobility — for example, temporary moves, seasonal work, or actual residence without changing registration.
Is this a sign of declining attractiveness of the capital?
It is too early to draw such a conclusion.
Dushanbe remains the main economic and administrative center of the country. It is home to major enterprises, universities, government institutions, and a significant portion of services. The capital continues to develop: new facilities are being built, infrastructure is expanding, and the volume of housing is increasing.
However, the new statistics may also show another process: Dushanbe is ceasing to be the only destination where residents from the regions want to move.
If previously moving to the capital was often seen as the main path to new opportunities, today people have more options.
What factors today determine the choice of place of residence?
Today, the decision to move depends no longer only on the availability of jobs.
The first factor is income and employment. People choose a place where they can ensure stable earnings. If previously Dushanbe was often the main option, now some opportunities are appearing in the regions as well.
The second factor is the cost of living. The capital offers more opportunities, but at the same time requires higher expenses for housing, rent, transportation, and education.
The third factor is the quality of social services. Education, medicine, and infrastructure remain important reasons why people choose Dushanbe.
The fourth factor is a change in the migration model itself. For many residents, the path to improving life today is associated not only with moving within the country, but also with external labor migration.
Construction is growing, but the question of housing affordability remains
One of the factors that can influence the choice of place of residence is housing.
Dushanbe continues to develop actively. From January to July 2026, the capital introduced 266.2 thousand square meters of housing, which accounts for 29.4% of the total volume of residential buildings introduced in the country.
However, growth in construction does not always mean that housing becomes affordable for all groups of the population. For young families, the cost of renting or buying an apartment remains one of the key factors in deciding whether to move.
Outflow is not only from the capital
Dushanbe was not the only region with a negative migration balance.
From January to June 2026, the total migration outflow in the country was 3,744 people. The situation by region looks as follows:
At the same time, the main part of registered migration movement falls on rural areas. In the first half of the year, 9,584 people left rural areas, while 6,966 people arrived there.
Is Dushanbe’s role as a center of attraction changing?
The capital’s negative migration balance is rather a signal that the model of population movement is changing.
Dushanbe remains the main center of the country, but is no longer the only place where residents see opportunities for improving their lives. People’s choices are increasingly influenced not only by work and education, but also by housing costs, income levels, quality of services, and the ability to secure their family’s future.
The main question after these data appeared sounds like this: have residents stopped choosing Dushanbe or have new destinations for life simply appeared?
The answer to it will require further analysis of the labor market, housing costs, and regional development.
