Recently, our territory has faced a series of devastating structural and vehicle fires. From homes in Fagaima completely destroyed—leaving a family of 17 displaced—to the burning of the holding cells directly behind the Fagatogo police station, these tragedies hit too close to home when 4 homes were destroyed leaving 10 members of the family displaced. They are not just news headlines; they represent our neighbors losing their lifetime earnings, their sanctuaries, and everything they own.
What makes these losses even more painful is the glaring vulnerability in our emergency response system.
The Fagatogo Fire Station was closed by the Department of Health over a month ago due to safety risks and unsanitary conditions, including wet floors right next to exposed, dangerous electrical wiring. Think about the irony: the very facility we rely on to protect us from fires was shut down because it was a fire hazard itself.
With Fagatogo closed and under a slow bureaucratic paper-shuffling process for repairs, and the Fagaitua sub-station also undergoing repairs, our entire island has been left critically exposed. Response teams are forced to deploy all the way from Tafuna, costing precious, life-saving minutes. In this dry season, when the winds blow strong, a delayed response means a small containment issue quickly turns into a complete, ash-ridden total loss.
Our firefighters are brave individuals who put their lives on the line. I am not here to tear down the Department of Search and Rescue (DSAR) or their dedicated staff. But as a leader, a combat veteran, I must speak on my observations: our first responders are being set up for failure by a lack of equipment, outdated facilities, and a lack of proper tactical training.
The Blueprint for a Safer American Samoa
We cannot afford to treat public safety as an afterthought. When our families are already struggling with a high cost of living, low incomes, and large household sizes, losing a home means a lifetime of work vanishes in minutes.
To prevent future tragedies, I am proposing a comprehensive, long-term legislative plan to secure our communities:
1. Rebuild and Expand Our Fire Stations
Just as we have police substations and health centers strategically located across our islands, we need a decentralized, highly responsive fire network.
● West Side Support: A fully operational station in Leone to secure the far west.
● Central & East: Rebuilding a state-of-the-art facility in Tafuna and restoring the Fagatogo and Amouli stations.
● Outer Islands: Upgrading and fully equipping our facilities in Aunu’u, Ofu, and Fitiuta.
2. Upgrade Fleet, Gear, and Training
Our firefighters cannot fight modern blazes with outdated tools. We must secure federal grants to:
● Purchase modern, high-capacity fire engines and specialized quick-response wildland-urban vehicles.
● Equip every responder with certified self-contained breathing apparatuses (SCBA), advanced turnout gear, and heavy-duty thermal imaging cameras.
● Establish mandatory, ongoing training modules on rapid-hose deployments, proper safety equipment usage, and modern structural fire-containment tactics.
3. Proactive Prevention: Electrical & Kitchen Safety
Fires are easier to prevent than they are to put out. We need to address the root causes:
● Certified Electrical Standards: Implement strict building safety inspections and support local training to ensure all household and commercial electricians are certified.
● Community Education: Roll out community-wide bilingual outreach programs focusing on kitchen safety, smoke detector installation, and fire prevention.
Moving Forward Together
As your candidate for the U.S. House of Representatives, I promise you this: I will make fire safety and first-responder infrastructure a top priority in Washington. I will fight to bring dedicated federal funding through FEMA, the Assistance to Firefighters Grants (AFG) program, and community development block grants to ensure our territory is never left defenseless.
Our families deserve to sleep peacefully at night knowing that if disaster strikes, help is only minutes away—fully equipped, fully trained, and ready to protect their hard-earned lives.
