The Ombudsman Commission is making news lately. Its referral of at least two high profile leaders in recent weeks and its investigations into allegations of misconduct in office involving several politicians have been commended by those who are watching these developments.

Its continued efforts to enforce the Leadership Code comes at a time when the term of office for the Chief Ombudsman Commissioner, Richard Pagen comes to an end tomorrow.

It is at this juncture that we have to emphasise the critical importance of appointing a senior, experienced leader to the Office of the Chief Ombudsman following the expiry of Mr Pagen’s term.

The Ombudsman Commission is a constitutional watchdog mandated to investigate maladministration, misconduct, and breaches of the Leadership Code.

It is the cornerstone of accountability in Papua New Guinea, ensuring that public officials act lawfully and ethically, while protecting the rights of ordinary citizens against bureaucratic injustice.

The appointment of a seasoned leader is essential for several reasons: Legal expertise – The Chief Ombudsman must interpret complex constitutional provisions and manage sensitive investigations.

• Leadership credibility – A respected figure can withstand political pressure and maintain independence.
• Institutional continuity – A smooth transition ensures ongoing investigations and reforms are not disrupted.
• International reputation – A strong appointment signals PNG’s commitment to governance and anti-corruption to global partners.

It is in the national interest that the appointment process be merit-based, transparent, and designed to safeguard the independence of the office. This will strengthen public trust and reinforce PNG’s democratic institutions. The integrity of our governance system depends on the strength of this appointment.

Under Section 217 of the Constitution, the Ombudsman Commission must include members with legal and accounting expertise. The Chief Ombudsman must be a person of integrity, independence, and senior professional standing.

At present the members of the Ombudsman Commission include the incumbent Chief Ombudsman Mr Richard Pagen, Ombudsman Mr Kevin Kepore and Mr Simone Bole as acting Ombudsman.

For immediate succession after Richard Pagen’s term, Kevin Kepore is the most qualified and credible candidate.

However, Simon Bole should be retained and supported as a key member of the Commission, strengthening the institution’s accounting and governance capacity.
