Foreigner in Panama Caught at Tocumen Airport with $15,000 In Undeclared Cash

A foreigner was detained at Tocumen International Airport with $15,000 that was not included in the Traveler’s Affidavit.  It was reported that, upon passing through the scanner system, Customs officials asked the person if he was carrying money or merchandise with a value exceeding $10,000, as established by current regulations, to which the Colombian citizen replied that he had nothing to declare.

Foreigners caught with more than $10,000 in undeclared cash at Tocumen International Airport face immediate confiscation of all the money, legal sanctions, and detention. In Panama, attempting to bypass the customs declaration threshold can lead to formal charges for money laundering or illegal currency trafficking.  At Tocumen, the rules and protocols are strictly enforced by the Autoridad Nacional de Aduanas (National Customs Authority). If you are detained, here is exactly how the process unfolds: 

  • Confiscation: Customs agents will seize all the undeclared funds, not just the amount over the $10,000 limit. 
  • Detention and Interrogation: You will be detained and questioned by authorities to determine the source of the money and your intended use for it. They will look for signs of illicit activity, smuggling, or ties to organized crime.
  • Criminal Charges: Failing to declare this amount is a crime in Panama. You will likely be handed over to the Public Ministry and face criminal prosecution for money laundering or bulk cash smuggling. 
  • Asset Forfeiture: Even if you are eventually cleared of criminal intent, recovering the seized cash is a notoriously difficult, lengthy legal process that can take months or years, requiring you to prove the money was obtained legally.  While carrying large sums of cash is perfectly legal, it must be declared upon arrival or departure. Travelers passing through Panama must use the Red Channel at customs to officially declare amounts exceeding $10,000 (or its equivalent in other currencies).
