President Sadyr Japarov signed a decree establishing a unified procedure for interaction between government agencies in the area of foreign policy.

The document designates the Ministry of Foreign Affairs of the Kyrgyz Republic as the authorized body responsible for coordinating and implementing the country’s unified foreign policy.

The ministry will also coordinate the interaction of all government agencies and local governments with foreign states, international organizations, and their representative offices.

According to the decree, all government agencies are required to coordinate with the Ministry of Foreign Affairs the main areas of international activity, draft decisions, and regulations affecting foreign policy and national interests. The Ministry of Foreign Affairs shall also be responsible for coordinating and conducting official correspondence with diplomatic missions, consular offices, government agencies of foreign states, and international organizations, unless otherwise provided for by international treaties.

Furthermore, government agencies have to enter information about their employees’ foreign missions and international events in advance into the «Diplomatic Service» information system and submit reports on their results.

The heads of departments will be personally responsible for the feasibility of such trips and adherence to Kyrgyzstan’s unified foreign policy.

The decree also stipulates that only the President, the Chairman of the Cabinet of Ministers -Chief of the Presidential Administration, the Minister of Foreign Affairs, and other duly authorized individuals have the right to make official statements on foreign policy matters. Statements or actions that contradict Kyrgyzstan’s official position will result in the personal liability of heads of state agencies.

The document will enter into force ten in days after its official publication.
