Kuwait completes 284 legislative reforms under national modernization plan

Kuwait has completed 284 legislative reforms under its national legal modernization plan, marking significant progress in updating the country’s legal framework and strengthening the justice system, Justice Minister and Minister of State for National Assembly Affairs Counselor Nasser Al-Sumait announced.

Al-Sumait said the reforms include the enactment of 27 new laws, amendments to 67 existing laws, the repeal of 10 outdated laws, and the completion of 180 legislative instruments related to international agreements and memoranda of understanding.

He said the upcoming third phase of the modernization program aims to increase the total number of completed legislative reforms to 400, further enhancing the quality of Kuwait’s legal system and aligning it with evolving national and international requirements.

Al-Sumait noted that the legislative overhaul is intended to create a more modern legal environment, support institutional development, and improve the efficiency of the justice system as part of the government’s broader reform agenda.

Separately, the minister announced the completion of the second phase of Kuwait’s judicial Kuwaitization plan, implemented in line with the directives of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah to increase the participation of Kuwaiti nationals within the judiciary.

As part of the second phase, ministerial decisions were issued ending the secondment of 82 members of the judiciary, raising the Kuwaitization rate to 87 percent of the total judicial workforce as of September 30, 2026.

Al-Sumait said only two phases remain before the plan is fully implemented, with the government aiming to achieve 100 percent Kuwaitization of the judiciary by October 1, 2030, reinforcing reliance on national legal expertise while continuing efforts to modernize Kuwait’s judicial and legislative systems.
