Kuwait abolishes govt performance monitoring authority under new decree

Decree No. 59 of 2026 has been issued, cancelling Decree No. 346 of 2007, which established the Government Performance Monitoring Authority, as part of a broader administrative restructuring.

Under Article One, the previous decree is formally annulled, while Article Two assigns the authority’s functions directly to the General Secretariat of the Council of Ministers, with the possibility of delegating certain responsibilities to other entities if needed.

Article Three stipulates that all permanent employees of the authority will be transferred to the Civil Service Bureau and redistributed across government institutions while retaining their grades and salaries, Al-Rai daily reports.

Meanwhile, Article Four provides for the termination of temporary and contract-based employees upon implementation of the decree, in accordance with established procedures.
