Government of India has introduces proposal for E85 and E100 fuels

The Government of India has taken a significant step toward boosting ethanol blending. The government has issued a draft notification under which E85 and E100 fuels will now be formally incorporated into vehicle-related regulations. This proposal, issued by the Ministry of Road Transport and Highways, signals the next phase of the country’s fuel transition—a phase that moves significantly beyond the existing E20 program.

What the Draft Notification Proposes

It is worth noting that the proposed amendments to the Central Motor Vehicles Rules aim to integrate higher ethanol blends into the regulatory framework. These include the following blends:

E85 Fuel: A blend of 85 percent ethanol and 15 percent petrol.
E100 Fuel: Nearly pure ethanol.

This decision by the Government of India builds upon the nationwide rollout of E20 petrol in 2025 and forms part of broader efforts to increase the utilization of ethanol in fuel blends.

When Will It Be Implemented?

It is important to note that this is a regulatory measure, not a scheme intended for immediate implementation. The government has opened this draft for public comments for a period of approximately 30 days, after which a final decision will be taken.

The primary objective of this proposal is to facilitate the testing, certification, and eventual adoption of higher-ethanol fuels, rather than to put them into immediate, large-scale use. It is pertinent to mention that India has already achieved its E20 target, and the government’s next step is to further increase the ethanol content in order to reduce dependence on fossil fuels.

Impact of This Decision on Vehicles and the Industry

A key point to consider is that the transition toward E85 and E100 fuels will not be an easy task. These fuels will require the following:

  • Flex-Fuel Vehicles (FFVs) designed to handle higher ethanol concentrations
  • A distinct fuel infrastructure, including specialized storage and dispensing systems
  • Engine modifications, as standard petrol engines are unable to operate with such high levels of ethanol blending
  • Vehicle manufacturers are already in discussions with the government regarding preparations, costs, and timelines.

What This Means Going Forward

This draft notification signals a significant shift in policy, laying the foundation for India’s long-term ethanol roadmap. While E20 fuel has now become mainstream, E85 and E100 represent the next phase of development—a phase that will necessitate the coordinated efforts of the government, vehicle manufacturers, fuel companies, and consumers alike.
