Civic Association Releases “National Minimum” Manifesto

The future of the Hungarian people depends on their ability to live in peace, security, and freedom. A survey conducted in January 2026 at the request of the Hungarian Civic Cooperation Association confirms that we share common values and principles that unite us.

According to the vast majority of citizens, it is important to establish and raise awareness of a “social minimum,” reduce the tensions that have built up over the years, and restart dialogue. Politics must meet this social expectation. We expect the political forces exercising public authority to govern and serve our community with this in mind, wrote the Hungarian Civic Cooperation Association (MPEE) on their website.

The “National Minimum” could be a new social contract. It encompasses the moral and public norms that the majority of society recognizes as binding upon itself and respects.

These are as follows:

  1. Hungary shall not participate in any war.

  2. The state’s primary duty is to preserve social peace.

  3. The state must represent the entire Hungarian nation.

  4. The family is the foundation of society.

  5. The interests of the individual shall not override the interests of the community.

  6. The school’s mission is equally to educate, nurture, and build community.

  7. The protection of the vulnerable is primarily the responsibility of the state.

  8. Freedom of speech is sacred and free, as long as it does not violate the dignity of others.

  9. Public discourse must be clear and based on respect for others.

  10. Malicious, intentional deception is unacceptable and must be eliminated from public life.

  11. Hungary is a work-based society; every able-bodied person must work.

  12. The use of public funds must be transparent, and we must show zero tolerance for corruption.

It is in all of our interests that politics align with society’s expectations. Without respect for these principles, there can be no livable, lovable, and prosperous Hungary.
