The Caribbean Development Bank (CDB) and the World Bank Group (WBG) have agreed on a series of actions to strengthen implementation of Grenada’s development programme following a joint review of some of the country’s active development projects.
The joint Portfolio Review Mission brought together senior officials from both institutions with counterparts from the Ministry of Economic Development, Planning and Cooperatives, Ministry of Finance, Ministry of Mobilisation, Implementation and Transformation, line ministries and other implementing agencies. The mission concluded with a meeting with Cabinet ministers.
The review examined 11 active capital and technical assistance projects financed through the CDB, covering areas including coastal protection, water supply, health, education, agriculture, renewable energy, and monitoring and evaluation.
Among the projects reviewed were the Geothermal Drilling Project, which supports Grenada’s transition to renewable energy; the Southern St George Water Supply Expansion Project; the Grenada Education Enhancement Project Phase 2; the Climate Smart Agriculture Phase 2 Project; and the Health Sector Strengthening Project.
CDB Director of Projects L O’Reilly Lewis said the review had generated strong engagement from project teams and government ministries. “Together with the World Bank, we believe this will translate into tangible development results and stronger resilience for all Grenadians.”
The discussions also focused on procurement, environmental and social safeguards, monitoring and risk management, alongside a parallel World Bank Country Portfolio Performance Review.
World Bank Operations Manager for the Caribbean Gail Richardson said the joint review was intended to expedite programme implementation and improve development outcomes. “The World Bank has worked closely with the CDB through this joint review in order to expedite programme implementation and the achievement of development results that advance Grenada’s resilience and growth agenda, while expanding opportunities for jobs and livelihoods.”
The mission also included site visits to 4 priority projects.
At Concord, the delegation joined government representatives to review progress on the Southern St George Water Supply Expansion Project, which is aimed at strengthening resilience against persistent water shortages in southern mainland Grenada.
The team also visited the Climate Smart Agriculture Phase 2 Project, which builds on earlier climate-resilient farming initiatives to support rural livelihoods and food security.
Permanent Secretary in the Ministry of Finance Mike Sylvester welcomed the outcome of the review. “The Government of Grenada values this comprehensive review and its partnership with CDB and the World Bank,” he said. “The mission has reinforced our shared commitment to delivering meaningful development outcomes and strengthening the implementation of projects that are critical to Grenada’s sustainable growth and resilience.”
The mission agreed on key follow-up actions to improve implementation and disbursement rates across the portfolio, identify areas for deeper collaboration between the CDB and WBG, and update the pipeline of forthcoming CDB-financed projects for Grenada.
A joint management letter outlining the findings and agreed actions will be submitted to the Government of Grenada in the coming weeks.
The Portfolio Review Mission forms part of the 2 institutions’ ongoing engagement with Grenada and aligns with the CDB’s Strategic Plan 2026–2035, which seeks to strengthen institutions, deepen partnerships and ensure investments deliver lasting resilience and opportunities across the Caribbean.
