To: All Vessel Owners, Operators, Yacht Captains, Mooring Owners, Property Owners and Other Persons Concerned
The Fisheries Division has identified the illegal installation and use of unauthorised private moorings and the unlawful occupation of marine areas within Woburn Bay, Clarkes Court Bay, Whisper Cove, and the Saga Bay area.
These activities have occurred without the necessary authorisation from the relevant government authorities and have interfered with navigation, fisheries management, public access, marine habitat protection, and the orderly use of Grenada’s coastal waters.
Accordingly, pursuant to the management responsibilities of the Fisheries Division and the Fisheries Act No. 15 of 1986 (SRO 2001 MPA Regulations) for Grenada’s marine resources, all persons who have installed, own, control, maintain, or use unauthorised moorings within the Whisper Cove, Woburn, and Saga Bay area are hereby directed to remove such moorings immediately.
Despite an initial notice issued on 8 August 2021, unauthorised mooring installations have continued, especially in the areas of Woburn/Clarke’s Court Bay and Prickly Bay, and another notice issued on 15 December 2025, individuals continue to conduct illegal mooring activities in these areas.
This directive applies to all associated equipment, including:
- Chains, cables and ropes
- Buoys and marker floats
- Ground tackle systems; and
- Any other structure placed on or attached to the seabed for the purpose of securing vessels
Deadline for Compliance
All unauthorised moorings and associated equipment must be completely removed no later than 4 pm on Tuesday, 6 October 2026.
Following this deadline, inspections will be conducted within the area to verify compliance, and all necessary control measures will be implemented according to the law.
Failure to Comply
Any person who fails to comply with this Notice by the stated deadline may be subject to enforcement action, including:
- Removal of the unauthorised mooring by the government
- Recovery of all costs associated with such removal from the owner or person responsible
- Refusal, suspension, or revocation of relevant permits or approvals; and
- Any additional action available under the laws of Grenada
The government reserves the right to remove any unauthorised mooring that remains in place after the compliance deadline without further notice.
Future Moorings
No person shall install, maintain, or use a mooring within the Woburn–Clarkes Court Bay marine area without the requisite approval and authorisation from the competent authorities. Persons wishing to use moorings should contact the Fisheries Division at (440-3814) or Junior Cuffie (410-2534). Cabinet has approved Mr Cuffie to install and provide mooring services to the yachting community in this location as a government-regulated installation project for the organised mooring operations in the area.
The Fisheries Division remains committed to the sustainable management of Grenada’s marine resources and to ensuring the safe and lawful use of the Woburn–Clarkes Court Bay area for all users.
