Cambodia pushes STI as backbone for industrial transformation at China forum

The Ministry of Industry, Science, Technology & Innovation (MISTI) participated in the 2026 World Computing-Power Network Conference in Shenzhen, China, highlighting the importance of practical international cooperation in strengthening Cambodia’s innovation ecosystem and advancing industrial transformation.

The participation reflects MISTI’s broader policy direction of placing international partnerships and technology transfer at the centre of Cambodia’s innovation development.

Hul Seingheng, Under Secretary of State at MISTI, has emphasised “the crucial role of technology transfer and regional and international collaboration in enhancing Cambodia’s innovation capacity and global competitiveness towards industrial transformation”.

The message took on added significance at the Shenzhen conference, where discussions focused on cross-border computing resources and international technological collaboration.

An ASEAN-focused sub-forum on Friday addressed cross-border computing resource connectivity, collaborative scheduling, trusted data circulation, the harmonisation of quality infrastructure, industrial development and the internationalisation of computing-power services.

Cambodia’s participation linked these discussions with the country’s Science, Technology and Innovation (STI) Roadmap 2030, which provides strategic direction for strengthening STI governance, human capital, research capacity, collaboration and an enabling innovation ecosystem.

The roadmap also recognises international cooperation as an important mechanism for building national innovation capacity and addressing development challenges.

Cambodia’s presentation at the conference highlighted science diplomacy and research and development (R&D) cooperation with technologically advanced countries, alongside stronger links among higher education institutions, research organisations and the private sector.

The presentation also highlighted the role of international partners in providing technical and financial support for STI development.

This international dimension is increasingly relevant to Cambodia’s emerging capabilities in artificial intelligence (AI) and advanced computing. The country’s policy priorities encompass AI and machine learning, cloud computing, cybersecurity, 5G, R&D, data centre capacity, digital skills and high-performance computing.

The Cambodian presentation identified potential areas for international cooperation, including shared computing resources for research, trusted data partnerships, joint talent development, green and energy-efficient infrastructure, standards and interoperability, and applications in agriculture, energy, healthcare, education and industry.

For MISTI, participation in the 2026 World Computing-Power Network Conference in Shenzhen provided an opportunity to align Cambodia’s national STI priorities with broader ASEAN and international discussions on AI, computing infrastructure, research and innovation. It also reinforced the STI Roadmap 2030’s emphasis on international cooperation and strengthening national innovation capacity.
