Two Cambodians among four individuals sanctioned by US over Prince Group links

The US Department of the Treasury has sanctioned four individuals, including two Cambodian nationals, and 41 entities for allegedly supporting the business network of Prince Group Transnational Criminal Organisation (TCO), which was previously sanctioned by the US for its involvement in cyber-enabled fraud, money laundering and human trafficking.

“Cyber scam syndicates continue to steal billions of dollars from American victims while relying on sophisticated international business networks to launder their illicit proceeds,” US Treasury Secretary Scott Bessent said.

“Treasury remains committed to dismantling every layer of these organisations – from their leadership to the corporate structures and financial facilitators that enable them to operate with impunity.”

The Treasury’s Office of Foreign Assets Control (OFAC) said it was targeting Cambodian nationals He Yujing and Visal Pang for holding property for, or co-directing companies with, Prince Group TCO executive Chen Bo, who was designated on June 23, 2026.

According to the Treasury, Chen Bo transferred ownership of his mansion in Tokyo to his wife, He Yujing, who also owns Cambodian company Super Light Speed KH Technology Co Ltd.

OFAC designated He Yujing under Executive Order 13581, as amended, for materially assisting, sponsoring or providing financial, material or technological support, or goods or services, to Prince Group TCO.

Super Light Speed KH Technology Co Ltd was also designated under the same executive order for being owned or controlled by He Yujing, or for acting or purporting to act on her behalf, directly or indirectly, according to OFAC.

Visal Pang was also designated by the United Kingdom on March 26, 2026.

The Treasury said the latest action against the four individuals and 41 entities builds on OFAC’s designations of October 14, 2025, and June 23, 2026, which targeted Prince Group leaders, affiliated companies and financial facilitators.

Prince Group TCO-affiliated individuals have generated billions of dollars in illicit proceeds through sophisticated cyber-enabled fraud schemes, including digital asset investment scams, romance scams and other online fraud targeting victims in the US and around the world, according to OFAC.

Many of these operations have been linked to scam compounds in Southeast Asia that rely on trafficked and coerced workers, while criminal proceeds are laundered through complex networks of offshore companies and financial facilitators.

OFAC said the newly designated individuals and entities had helped sustain Prince Group TCO’s illicit global operations following the October 2025 and June 2026 sanctions by managing offshore corporate structures, concealing beneficial ownership, facilitating commercial activities and providing administrative and financial services to senior executives.

The individuals targeted in the latest action had also participated in efforts to evade previous sanctions against Prince Group TCO, including transferring property and owning companies with or on behalf of previously designated leaders.

The action further targets the corporate and financial infrastructure that has enabled Prince Group TCO leaders to conceal assets, evade previous sanctions and maintain access to the international financial system, OFAC said.
