Technology minister lacks power to investigate MultiLink data breach – data expert

Attorney-at-law and data protection expert Chuck Cameron says Technology Minister Dr Andrew Wheatley does not have the power to investigate the data breaches that occurred at MultiLink payment operator JETS.

He was speaking with our news centre on Tuesday.

JETS disclosed the breach on October 22. It said hackers accessed files that may have exposed some card numbers from historical administrative data on the debit network, as well as the names of some customers who received transfers through Automated Clearing House, ACH.

The company said PINs, card verification values and expiry dates are never stored and were not affected.

JETS stressed that the Multi-Link and ACH networks themselves were not affected and remain fully operational.

Following the disclosure, Minister Wheatley wrote to JETS and the Bank of Jamaica requesting a written report by October 31, 2026.

But Cameron says the move undermines the Data Protection Act and the role of the information commissioner.
