Summit. France has offered to help Romania with equipment to ensure security in the Black Sea, President Nicușor Dan announced after the European summit held on Friday in Brussels. The offer comes as an increasing number of commercial vessels in the Black Sea are being targeted by drones. Nicușor Dan explained that Bucharest had requested support from its allies, just like it did nearly a year ago in response to security incidents along the Danube. “Romania has allies, and in times of need, we receive their help, and, of course, there is the SAFE program, which, once the contracts are finalized, will provide permanent, definitive protection in the Black Sea,” he added. At the Brussels summit, Ukrainian President Volodymyr Zelenskyy warned that the war would continue to exert immense pressure on his country, as Russia intensifies its attacks on cities and energy infrastructure. European Commission President Ursula von der Leyen said funding for Ukraine in 2026 is secured, but that the needs for 2027 will require the mobilization of additional resources and contributions from other international partners. In this context, EU heads of state and government requested that the European Commission put forward a proposal to address Ukraine’s additional financing needs for the coming year, needs which President Volodymyr Zelenskyy has estimated at 70 billion euros.

Luca Niculescu’s proposed ministers will be heard by the relevant parliamentary committees early next week, with the investiture vote scheduled for Tuesday afternoon during a joint session of the Parliament in Bucharest. This decision follows the submission of the governing program and the list of cabinet members to Parliament by the Prime Minister-designate on Thursday. Of the 17 proposed ministers, 11 are from the Social Democratic Party, while 6 are independents. If all the parties and groups that have announced their support vote for the new government in Parliament, the 233 votes needed with be exceeded On Saturday, the Liberal leader Ilie Bolojan announced that his party, which will move into opposition, would support the new government through a “conditional and specific vote of necessity,” following the signing of an agreement with the prime minister-designate on Monday. Support will also come from the Democratic Union of Ethnic Hungarians in Romania, with its leader Kelemen Hunor saying the party will vote for the government regardless of its membership. Previously, the national minorities group and the “United for Romania” group had also indicated their support. On the other hand, the Save Romania Union and the Alliance for the Union of Romanians will not vote for the new government.
Drones. Two drones that entered the national airspace were shot down over Romania’s territorial waters, the Ministry of Defence in Bucharest announced on Saturday. According to the Ministry, F-16 aircraft of the Romanian Air Force were scrambled after radar surveillance systems detected a group of aerial targets moving approximately 120 kilometers east of Snake Island, in the Black Sea. On Friday night, the Ministry of Defence’s radar surveillance system detected another aerial target moving over Ukrainian territory toward the border with Romania, in the northern part of Tulcea County (eastern Romania). Two F-18 aircraft of the Spanish Air and Space Force were scrambled. No incursions into the national airspace were reported, the Ministry of Defence said.
EU funding. Romania still has 6.43 billion euros worth of National Recovery and Resilience Plan funding to receive, which are essential for meeting the budget deficit target, the Ministry of Finance said in a statement. He warns that any expenditures on projects whose objectives and milestones are not approved by the European Commission will have to be covered by the national budget. Of the remaining amount, 2.08 billion euros are linked to the fifth payment request, which is currently under evaluation, while the rest is requested via the final payment request, the sixth, submitted at the end of last month. The European Commission’s decision is expected by November 20. To date, Romania has received 13.27 billion euros under the recovery and resilience facility, accounting for some two-thirds of the Plan’s total value. (CM)
