Stuck in maze: HC flags listing lapses in MP-MLA cases; orders upgrades to monitoring portal | Prayagraj News

Prayagraj: The Allahabad high court has raised concerns that high-priority criminal cases involving Members of Parliament and Members of Legislative Assemblies are not being heard promptly because of improper listing practices.A division bench of Justice Saumitra Dayal Singh and Justice Indrajeet Shukla, hearing a suo motu PIL, In Re Designated Courts For MPs/MLAs, found that several such matters were being placed before non-designated benches or pushed far down the daily cause list. The court noted that when cases are listed before the wrong bench, they are marked “wrongly listed,” preventing hearings altogether. It also observed that placing these matters low on heavy rosters effectively stalls proceedings, undermining efforts for expeditious disposal. The bench said proper listing is essential for the State prosecution to make effective mentionings and seek timely hearings. To improve oversight of MP/MLA trials in subordinate courts, the high court directed upgrades to its monitoring portal. Proposed changes include stage-wise tracking parameters, color-coded indicators aligned with Supreme Court timelines, drop-down options for trial judges to record reasons for delay, and automated periodic audit reports. The Registrar (J) (Criminal) was ordered to submit a revised chart within three weeks detailing trial stages of pending cases. The matter will be heard next on Nov 6.
