Companies operating in the free economic zones (FEZs) of Tajikistan will be able to submit applications, obtain permits, and track their review through a unified digital portal that will consolidate services from government agencies.

The Government of Tajikistan has approved a new procedure for the work of government representatives in free economic zones based on the “single window” principle. The document provides for the creation of an FEZ portal, which should consolidate electronic services of government agencies and simplify business interaction with the state. 

The implementation of the procedure, approved by a government resolution, has been entrusted to the Ministry of Economic Development and Trade in cooperation with other agencies.

All permits and services — through one portal

According to the document, the free economic zones portal will become a digital platform through which enterprises will be able to receive electronic services, submit documents, and interact with government agencies. 

Government agencies that provide or plan to provide services to FEZ participants will be required to do so through the portal. To do this, they must register in the system and connect their services. 

The following workflow is provided through the portal:

• the user submits an application for the selected service;
• the government agency reviews it in an automated or partially automated mode; 
• if necessary, additional information is requested;
• the result (for example, a permit or license) is provided in electronic form.

All actions in the system will be recorded for monitoring and reporting purposes. Users will receive notifications about the progress of their applications through the portal and email, and in emergency cases — via SMS.

Which agencies will be connected

The list of government agencies that must provide electronic services through the FEZ portal includes:

– Ministry of Economic Development and Trade; 

– Ministry of Foreign Affairs; 

– Ministry of Labor, Migration and Employment; 

– State Committee on Land Management and Geodesy; 

– State Committee on Investments and Management of State Property; 

– SCNS; 

– Tax Committee; 

– Customs Service; 

– Agency for Innovation and Digital Technologies. 

Thus, entrepreneurs in FEZs will no longer need to separately contact different agencies to obtain certain permits and services in the future.

Who will be responsible for the system’s operation

An operator will be designated to manage the portal, who will be responsible for technical support, system security, user support, and functionality updates. 

The operator must also ensure the protection of personal data, system monitoring, and interaction with connected government agencies. 

If a government agency connects a new service, the application will be reviewed by the operator within one business day. If integration with external systems is necessary, the deadline for completing technical work will be determined separately, but must not exceed five business days.

Complaints can be filed online

The procedure also provides for a mechanism for filing complaints through the user’s personal account.

After a complaint is registered, the operator must review it within no more than five business days.

If the appeal concerns the work of government agencies, the operator ensures the exchange of documents and information between system participants.

Why is this needed?

FEZs are one of the tools for attracting investments and developing production. However, one of the factors that can affect the attractiveness of such zones remains the speed of administrative procedures.

The new procedure is aimed at reducing bureaucratic procedures, automating processes, and increasing the transparency of FEZ operations.

How much do Tajikistan’s FEZs currently produce

According to the Agency for Statistics, in January–July 2026, the most notable production volumes among free economic zones were shown by the “Sugd” FEZ.

The zone has 53 registered entities, of which 47 are domestic enterprises and 6 are joint ventures. Over seven months of 2026, 22 industrial enterprises in the zone produced goods worth 350.5 million somoni, which is 13.5% more than in the same period of 2025. 

In the “Dangara” FEZ, 10 industrial enterprises operated in January–July. The volume of industrial production was 82.8 million somoni. In addition, construction work was completed for 38.8 million somoni. 

In other FEZs, the indicators were significantly lower. For example, in the “Panj” FEZ, of six registered industrial enterprises, only one actually operated during the reporting period, producing goods worth 4.4 million somoni. 

In the “Kulob” FEZ, one enterprise operated over seven months, producing goods worth 306.9 thousand somoni, and the volume of construction and contract work amounted to 8.79 million somoni. 

In the “Ishkoshim” FEZ in January–July of this year, construction work was completed for approximately 1.6 million somoni. Goods production amounted to 8.7 thousand somoni.
