Starting September 1, 2026, the use of the mobile application “Amina” will become mandatory for adult foreign nationals entering Russia on a visa-free basis. This includes citizens of Tajikistan.
The application is designed for digital migration registration. With its help, foreign nationals must report to Russian authorities information about their place of residence, and the application transmits data about the user’s geolocation to the Ministry of Internal Affairs of Russia.
Until now, the requirement to use “Amina” has applied primarily to foreign nationals who came to work in Moscow and the Moscow Region.
Starting September 1, the circle of users is expanding.
Previously, the application was used mainly for registering labor migrants. From September, other categories of foreign nationals will also need to register through it, including students from Tajikistan studying at universities and secondary vocational education institutions.
In addition to Moscow and the Moscow Region, starting September 1, the experiment with the use of the application is to be extended to 11 more regions of Russia. Thus, “Amina” will be used in 13 regions of the Russian Federation.
The absence of the application or failure to provide the necessary data may be considered a violation of migration regulations.
For citizens of Tajikistan who are planning a trip to Russia after September 1, this means the need to familiarize themselves in advance with the new rules and install the application if they fall under the requirements.
How to install?
Foreign nationals can install “Amina” independently without visiting an MMC or territorial bodies of the Ministry of Internal Affairs of Russia.
To authorize in the mobile application, a valid foreign national ID card is required, which is issued at an MMC. In case of its loss, authorization in the application can be completed using passport data.
