GALKAYO, SOMALIA – Puntland placed its defence forces on full alert on 13 August and told residents to prepare for further security measures across the state, after warning that a planned trip by President Hassan Sheikh Mohamud to the southern half of Galkayo is designed to produce a confrontation in a city that has held an uneasy peace for years. The statement issued by the Puntland presidency described him throughout as the former president of the federal government, language that carries the mandate dispute into the way a member state now addresses the office itself. It thanked the Galmudug administration and the residents of south Galkayo for blocking an earlier attempt, and it served notice on neighbouring states and the international community that responsibility for whatever follows in Galkayo rests with him.
What the Puntland Presidency Put in Writing
The release carries a Galkayo dateline and opens by saying the former federal president remains engaged in organising a conflict against Puntland. It then states that the administration is following his planned mobilisation closely. It objects to the visit he intends to make to south Galkayo in Galmudug, which it says is meant to generate discord and fighting in a city where the two sides have lived alongside each other in relative calm. President Said Abdullahi Deni has spent the week on a working tour of Mudug, inspecting development projects in Bursaalax and Goldogob and cutting the ribbon on a regional education office. The warning therefore went out with the state’s leadership already on the ground and within an hour’s drive of the line.
The fourth paragraph of the statement is the operative one, and it is written in the plainest language in the document. Puntland has put the Puntland Defence Forces on full alert. It has told the public to expect additional measures to strengthen security across the state, and in Galkayo and the districts beneath it in particular. No troop numbers appear in the text and no deployment was announced, which leaves the alert as a declared posture and as a warning about what may follow it. Announcements of this kind are cheap to make and expensive to abandon, because a state that mobilises publicly and then does nothing invites the next test.
The closing paragraph addresses the Somali public, neighbouring countries and the international community together. It tells all three that Hassan Sheikh Mohamud carries the responsibility for the discord and conflict he is organising against Puntland. Villa Somalia has issued no response to the statement, and the federal information service has not addressed the alert. Assigning blame before an event takes place is a familiar instrument in Somali politics, and it works by making the visit itself the thing that has to be justified, which is what the Puntland presidency set out to achieve in Galkayo.
A Title Withdrawn
Hassan Sheikh Mohamud’s four-year term ended on 15 May, and the mandate of the parliament that granted him the extension had expired the month before. He has said he will remain in office until May 2027 under amendments raising the presidential and parliamentary terms from four years to five. Talks at the Halane compound in Mogadishu, mediated by American and British diplomats across three days, collapsed without an agreement. The opposition announced afterwards that it no longer recognises him as head of state, and Puntland and Jubaland have refused the electoral process outright. Both states have held that position since long before the term expired.
Until now that refusal had been argued in the language of process, through boycotts, communiques and objections to the constitutional amendments. A statement that announces a military alert and calls the man it is aimed at the former president moves the argument into the state’s own official record. Puntland has treated the federal presidency as vacant in a document that also commands its army. It has done so in the week the office holder plans to appear on the far side of Galkayo, which converts a question of protocol into a question of who may lawfully travel where.
The change alters what a presidential visit now is. A head of state touring a neighbouring member state is routine, and Somali presidents have done it for years without a mobilisation order following them. Critics in the north have taken to describing the practice as a travelling political performance that arrives, stages a ceremony and leaves the underlying crisis untouched. A traveller whose office one member state no longer acknowledges is a different proposition, particularly when his last arrivals in the region were followed by the disarming of forces he had assembled. Puntland has removed the framing that would let the Galkayo trip pass as ordinary business.
Why the Trip Reads as a Provocation in Galkayo
The itinerary explains a good deal of the alarm. The president was due in Dhusamareb for the anniversary of Galmudug’s founding, and then at Xananbuure in Galgaduud for a ceremony marking the end of training for a body of soldiers. Those formations include men who came out of Galkayo and other parts of Puntland. A parade ground in Galgaduud therefore becomes a review of exactly the recruitment Puntland spent the first week of August dismantling, held in the presence of the man the state accuses of organising it. Graduating those men a short drive from the city they were recruited out of carries a message the Puntland presidency had no difficulty reading.
That campaign began on 4 August, when clan militia in the southern half of the city stopped two cargo trucks moving under Galmudug police escort. The trucks carried weapons and supplies bound for the federal-aligned force in the east of Galkayo. One was seized and roughly seven people were hurt in the clashes that followed. Puntland forces took the camp itself the next morning, moved on to Bosaso within days, and completed the sweep at Carmo. Most of the fighters were absorbed back into the state’s own structures, confirming the charge Deni has made for years about who assembles armed groups inside his territory.
Galkayo has been divided between Puntland in the north and Galmudug in the south since the 1990s. The arrangement holding it together is local, negotiated between elders and rebuilt after each breakdown, and no federal institution has ever underwritten it. The city sits at the point where the two administrations meet, which makes it the obvious place to apply pressure and the worst place to misjudge it. Mogadishu has already tried to redraw Puntland’s map from the outside, and the Galkayo line is where that project stops being a paper claim and meets an army.
The Appeal Across the Line
The most unusual passage in the statement is the thanks. Puntland credits the Galmudug administration and the residents of south Galkayo with preserving the peace and with obstructing the earlier plan to turn the city into a political battleground. It then asks them to obstruct the next one. The appeal travels sideways across the line and over Villa Somalia’s head, resting on a local settlement and not on any federal authority, which is a claim about where legitimacy actually sits in Mudug. No federal official is mentioned anywhere in the passage, and none is asked to do anything.
Galmudug is an awkward recipient of that compliment, given how its own leadership arrived in office. That leadership emerged from a vote Villa Somalia organised and won, a process the state had once resisted with an armed display of its own. Puntland is therefore addressing the town, its elders and its police as much as the state house in Dhusamareb. The wager is that people who share a road care more about keeping it open than about the calendar in Mogadishu, and it held on 4 August, when the militia that stopped the trucks came from the southern side.
Meanwhile the actual war against the insurgency continues in places neither administration is currently watching. Al-Shabaab is pressing in Hiiraan and Lower Shabelle, Islamic State fighters remain in the Calmiskaad range that Puntland forces have spent two years clearing, and the money keeping African Union troops in the country runs out in December. Every unit Puntland holds on alert at Galkayo is a unit facing neither enemy, and the same arithmetic applies with far greater force to the federal army. A visit requires no soldiers to function as an operation, and Puntland has answered this one with its army on the line at Galkayo.
