Samoa has officially launched its Child Well-Being Benefit Program.
The initiative marks a significant step in the country’s commitment to nurturing its children and safeguarding its youngest citizens. The program emphasises health, safety, and comprehensive support from birth onwards.
Prime Minister La’auli’alemalietoa Leuatea Polata’ivao Fosi Schmidt, in his keynote address, highlighted the program’s importance as a national commitment to every child, reinforcing the belief that children are invaluable gifts from God.
Drawing inspiration from the Bible, he said that children are the Lord’s heritage and have the right to security and love.
He reminded those in attendance that raising children is a shared responsibility and that their well-being is essential to Samoa’s future.
The program, which aligns with the Samoa Early Childhood Development Framework 2024–2034, moves the framework from policy into implementation by delivering tangible benefits to families.
Under the scheme, eligible children from birth to 35 months will receive an initial payment of $200 at birth, followed by monthly payments of $100, subject to meeting specific eligibility criteria.
The initiative aims to support parents and caregivers by providing financial assistance while ensuring children’s health and developmental needs are prioritised.
The Prime Minister stressed that the program is more than just financial assistance, describing it as a holistic approach to protecting children.
As part of the program, parents and caregivers will be asked about their child’s health, growth, nutrition, and any special needs. The information will help the agencies involved better understand each child’s circumstances and provide targeted support and intervention where needed.
He reiterated that the health and safety of children cannot be overlooked and must remain a national priority.
The Ministry of Family and Social Affairs, in collaboration with the Ministry of Health and other government agencies, will oversee the implementation of the program.
Registration is scheduled to open from September 14 to November 3, 2026. The Prime Minister urged families to provide accurate information during registration, emphasising the importance of integrity and transparency in service delivery.
While the number of registrations will serve as an initial measure of success, the Prime Minister said the true measure will be the positive impact the program has on children’s lives.
The program aims to create an environment where every child can thrive—protected, loved, and supported.
Expressing gratitude to the Government of Australia, UNICEF, and the program’s partner agencies, the Prime Minister acknowledged their support in helping Samoa build a brighter and healthier future for its children.
The launch of the Child Well-Being Benefit Program symbolises a renewed commitment to investing in the nation’s most valuable resource—its children.
With the program now officially launched, it marks a new chapter in Samoa’s journey towards holistic child development and national prosperity.
