on Friday informed citizens that the Presidential Pardons Commission unanimously agreed to declare the request for an ordinary presidential pardon submitted by former President Jose Pedro Castillo Terrones inadmissible and dismiss it.

According to a communiqué, the request does not meet the legal requirements in either of the applicant’s two criminal proceedings.

The statement emphasized that, in the first case, involving conspiracy to commit rebellion, “the investigation has already concluded, and the applicant has received a first-instance conviction that is currently under appeal; therefore, there is no ongoing investigation that can be terminated.”

In the second case, involving alleged criminal organization and other offenses, the preliminary investigation remains fully within the applicable legal time limits. Therefore, it has not exceeded the period required by law for this form of clemency to be granted.

The government agency reported that, to date, 17 requests for presidential clemency have been submitted, 14 of them by third parties and three signed by the inmate. The Presidential Pardons Commission currently has no cases pending review.

“The Ministry of Justice and Human Rights (Minjusdh) reiterates its commitment to the strict observance of the Constitution, the law, and due process,” the statement concluded.
