Russian Foreign Minister Sergei Lavrov and his North Korean counterpart Choe Son Hui accused the U.S. and its allies of stoking tensions on the Korean Peninsula during strategic talks in Moscow on Monday.

Lavrov welcomed Choe with a bouquet of flowers at the start of what the allies called the third round of their strategic dialogue, according to the Russian foreign ministry, following the second iteration at North Korea’s resort city of Wonsan in July last year.
