Members of the People’s Assembly Sworn In Ahead of President Sharaa’s Address on the “New Syria”

Members of the newly formed Syrian People’s Assembly took the constitutional oath on Sunday, July 12, during an inaugural session convened specifically for the swearing-in ceremony and the election of the assembly’s presidential council. President Ahmad al-Sharaa attended the proceedings, underscoring the significance of the moment as the first legislative milestone since the fall of the former regime. The session marked the beginning of a new era of parliamentary governance aligned with Syria’s political and constitutional transition.

Judge Mohammad Taha al-Ahmad, Chairman of the Higher Election Committee, described the convention as a defining historical moment achieved through “the bravery of our heroes and the resilience of mothers.” He praised the committee’s work, saying it rose to the national responsibility required to carry out an extraordinary democratic milestone. “The true value of what we have achieved today cannot be measured in words,” he said. “It is measured by the immense sacrifices made by the great Syrian people.”

President Sharaa’s Address: Consensus and Responsibility as Foundations of the New State

Following the oath-taking, President Sharaa delivered a keynote address to the assembly. He reflected on humanity’s long search for the best means of managing its collective interests, asserting that mutual acceptance and consensus remain the most effective tools for overcoming division. He declared that Syria is now writing a new and glorious chapter in its history—one shaped by the heroism and endurance of its people.

The President emphasized the shared responsibility of citizens and officials in rebuilding both the state and the individual. He urged lawmakers to prioritize public duty over personal interest and called on them to transform parliament into a model of responsibility and competence for the construction of a new Syria. The assembly, he said, must serve as a platform for truth and justice, and its members must act as partners in safeguarding national accountability.

Legislative Structure and Transitional Framework

The opening session brought together both appointed and elected members, in accordance with the Constitutional Declaration and the temporary electoral system governing the transitional phase. The agenda focused on electing the Speaker and the assembly’s leadership bureau, as well as adopting the initial legislative program.

The current People’s Assembly was established under Decree No. 143 of 2025, which set out the legal framework for legislative authority during the transition. The chamber consists of 210 seats. Under the transitional arrangement, one-third of the seats—seventy in total—are filled through presidential appointment, while the remaining 140 seats are occupied by members elected through electoral colleges across Syria’s governorates.
