Lesotho Strengthens Public Sector Leadership Through Executive Coaching Programme Led by Prime Minister Sam Matekane

Yesterday marked an important milestone in Lesotho’s public sector reform journey as Prime Minister Sam Ntsokoane Matekane handed over certificates to participants who successfully completed the Executive Leadership Coaching Programme. The programme began in 2023 through a partnership between the Government of Lesotho and the United Nations Development Programme UNDP. It was designed to strengthen leadership capacity across senior levels of government. The ceremony highlighted the government’s continued focus on improving how public institutions operate. It also reflected a broader commitment to building a more accountable and results-driven state. The event brought attention to leadership development as a central pillar of national transformation.

The Executive Leadership Coaching Programme went beyond traditional training models and focused on practical leadership development. Over six intensive coaching sessions, senior government leaders received structured guidance aimed at improving decision making and institutional performance. The sessions also focused on strengthening coordination between ministries and improving collaboration across government departments. Participants were equipped with tools to enhance service delivery and manage public resources more effectively. The programme emphasised accountability and results based leadership across all levels of administration. It also encouraged leaders to apply lessons directly within their institutions to improve real world outcomes.

Government leadership has consistently stated that Lesotho already has the necessary systems, laws and institutions required for development. The main challenge has been ensuring that these systems function effectively and deliver meaningful results for citizens. This leadership programme was introduced to address that gap by improving how institutions work together. It also focused on ensuring that public resources translate into visible improvements in people’s daily lives. The initiative supports a shift from procedural governance to outcome driven governance. It reflects a national effort to strengthen implementation capacity within the public sector.

The leadership journey forms part of a wider reform agenda aimed at building a capable, accountable and responsive government. This agenda prioritises efficiency, coordination and measurable results across all public institutions. The National Leadership Forum and the upcoming National Dialogue and Accountability Summit are key platforms within this reform process. These events are expected to further deepen discussions on governance performance and institutional accountability. They also provide opportunities for reflection on progress made through initiatives like the coaching programme. The focus remains on building a public sector that delivers consistent and visible results for citizens.

Prime Minister Matekane expressed appreciation to UNDP, international coaching partners and all participants who contributed to the success of the programme. He emphasised that the true measure of success lies not in certificates but in improved service delivery and stronger public trust. The programme aims to strengthen efficiency within government and improve the quality of services provided to Basotho. It also reinforces the importance of leadership that prioritises results over promises and actions over intentions. As Lesotho continues its reform journey, the emphasis remains on building institutions that work effectively for the people. The initiative represents a step forward in shaping a more accountable and performance driven public service system.
