THREE men have been arrested after allegedly conniving to install secret surveillance cameras in a private lounge belonging to renowned engineer and businessman Abel Ng’andu.
The suspects are two directors of Ng’andu Consulting Limited and an Information Technology technician who allegedly fitted the devices without Mr Ng’andu’s knowledge.
It is alleged that upon returning from a business trip, one of Mr Ng’andu’s visitors discovered a hidden camera in the lounge.
Police spokesperson Rae Hamoonga confirmed the arrest of the two directors,David Mwale, 52, of Chainama Ben Mwiinga PHI, and Mumbuwa Liyungu, 52, of Rockview Chalala,together with IT technician Michael Munali, 52, of Chelstone.
He said the trio has been arrested and charged with the offence of Prohibition of Illegal Devices and Software contrary to Section 11(1)(a) of the Cyber Security Act.
“This follows a report received at Woodlands Police Station on July 17, 2025, at 15:15 hours from Mr Ng’andu, 53, of PHI Lusaka, who reported that his fellow directors connived with the said IT technician to illegally install surveillance cameras in his private lounge at Ng’andu Consulting Limited in Woodlands without his knowledge or consent,” Mr Hamoonga said.
He said the incidents are believed to have occurred between May 27, 2025, and July 17, 2025.
According to Mr Hamoonga, in February 2025, Mr Ng’andu contracted Mr Munali to install CCTV cameras at the company premises for security purposes, specifically in the corridors and outside the building.
“However, upon returning from a business trip, one of his visitors discovered a camera hidden in his private lounge. When questioned, none of the staff admitted responsibility, prompting the matter to be reported to police,” he said.
Mr Hamoonga said officers visited the scene, summoned the three suspects, and administered warn-and-caution statements.
He said three mobile phones belonging to the suspects were seized and submitted to ZICTA for forensic analysis.
Mr Hamoonga added that the forensic report received on August 26, 2025, revealed the devices contained photos and videos of Mr Ng’andu recorded without his permission.
“Following this development, the suspects have since been formally charged with Prohibition of Illegal Devices and Software. They remain in police custody and are expected to appear in court soon,” he said.
