Government hopes to bury ECL before elections.

A Lusaka couple has been arrested in connection with ongoing investigations into the alleged misappropriation of part of the USD 10 million loan facility obtained by the Government from the African Development Bank (ADB) in 2019 under the Strategic Livestock Investment and Management Project (SLIMP).

Emmanuel Chilala 41, an accountant at Ministry of Fisheries and Livestock has been charged with three counts of corrupt acquisition of public property, three counts of possession of property reasonably suspected to be proceeds of crime, and six counts of concealment of property.

Meanwhile, his wife Sharon Hikaumba 40, a stenographer at the Ministry of Agriculture, has additionally been charged with three counts of concealment of property.

Anti-Corruption Commission (ACC) director general Daphne Chabu disclosed that the Commission has also arrested and charged four public officers from the Ministry of Fisheries and Livestock for alleged corrupt practices.

She said the latest arrests bring the total number of suspects in the case to seven.

Ms Chabu said Mr Chilala has been charged with three counts of corrupt acquisition of public property or resources, relating to the alleged fraudulent diversion of funds amounting to K15,640,913.43, which he allegedly drew as imprest through his personal account from various SLIMP accounts.

“He has further been charged with three counts of possession of property reasonably suspected to be proceeds of crime. These charges relate to landed properties valued at K4,560,000 and a motor vehicle valued at K200,000,” she said.

Ms Chabu said Mr Chilala has also been charged with six counts of concealment of property valued at K15,867,000.

She said the charges arise from the alleged fraudulent transfer of ownership of seven properties in Chilanga District to his mother, as well as the transfer of a farm to his father.

Ms Chabu said Mrs Chilala has been charged with three counts of concealment of property, relating to the alleged fraudulent transfer of ownership of three motor vehicles valued at K1.5 million to her grandmother and father-in-law.

She said Acting Livestock Research Production Officer Ackim Mwalilino 32 has been charged with one count of corrupt acquisition of public property or revenue, contrary to Section 34 of the Anti-Corruption Act No. 3 of 2012.

“The charge arises from the alleged fraudulent diversion of part of K4,699,976.71, which he is alleged to have drawn as imprest through his personal account from SLIMP accounts.

“He has further been charged with three counts of possession of property reasonably suspected to be proceeds of crime, contrary to Section 71 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010. These charges relate to his alleged ownership of landed properties and a motor vehicle valued at K3,450,000,” Ms Chabu said.

Meanwhile, Assistant Director – Livestock Development Kabemba Mwambilwa 47 has been charged with two counts of possession of property reasonably suspected to be proceeds of crime.

Ms Chabu said the charges relate to his alleged possession of landed properties valued at K11, 900,000.

She said to date, the Commission has restricted 37 properties, comprising 27 houses, three farms, and seven motor vehicles, located in various parts of the country.
