ECZ to Print Ballots in Dubai June 30; Parties May Send Witnesses at Own Cost

THE Law Association of Zambia, (LAZ), has called on the Electoral Commission of Zambia, ECZ, to ensure any presidential campaign timetable is lawful, consultative and consistent with constitutional rights.

In a statement Saturday, LAZ President Arnold Kiluba said the association noted with concern ECZ’s June 18, 2026 advisory requiring all presidential candidates to campaign under an official timetable from June 20, 2026. ECZ invited candidates to a June 22 meeting to develop the timetable.

Kiluba said LAZ acknowledges ECZ’s mandate to maintain public order, fairness and electoral integrity. However, he said measures affecting political activity and constitutionally protected rights should be preceded by meaningful stakeholder engagement and supported by clear legal framework.

LAZ cited Article 21 of the Constitution, which guarantees freedom of assembly and association, including the right to participate in political activities. Kiluba said any limitation of those rights must be authorized by law, pursue a legitimate objective, and be reasonable, proportionate and consistent with constitutional principles.

LAZ urged ECZ to consult all presidential candidates, political parties and stakeholders before implementing any campaign management framework. The association also called on ECZ to rescind its decision on the ban until consultations are held.

LAZ reaffirmed its commitment to constitutionalism, rule of law and free, fair, peaceful and credible elections.
