The land allocation was formalized on Saturday in Kinshasa, where city authorities and Vingroup — chaired by Forbes-listed Vietnamese billionaire Pham Nhat Vuong — signed a memorandum of understanding (MoU) to jointly develop the massive urban project and a green transport system.
Under the MoU, Vingroup will build a modern riverside megacity on the 6,300-hectare site between the southern bank of the Congo River and the northern area of N’djili International Airport, as part of Kinshasa’s urban expansion strategy.
The project will feature residential zones, villas, apartment complexes, hospitals, schools, shopping centers, hotels, entertainment areas, and even future government headquarters.
Daniel Bumba Lubaki, governor of Kinshasa, welcomed Vingroup’s presence in the city, saying the partnership marks an important milestone in the capital’s sustainable development.
He said with its international experience in urban, housing, and infrastructure development, Vingroup’s involvement will help shape a more modern, livable, and resilient Kinshasa.
Le Thi Thu Thuy, vice-chairwoman of Vingroup, said the project aims to create a model urban center that improves residents’ quality of life, transforms the cityscape, and will become a new symbol of Kinshasa’s development.
In the field of green transportation, VinFast — Vingroup’s electric vehicle arm — will work with Kinshasa authorities to convert more than 300,000 gasoline-powered vehicles to electric ones.
The company will also deploy an electric bus network and charging infrastructure, operated jointly by VinFast and Green and Smart Mobility (GSM), a joint-stock company established by Vingroup chairman Vuong in 2023.
The Kinshasa government also pledged to allocate land for charging stations to facilitate the city’s transition toward clean energy.
Kinshasa, home to around 17 million people, is the largest and fastest-growing city in the DRC and serves as the nation’s political, economic, and cultural hub.
According to its website, Vingroup currently operates in five key sectors, namely industry and technology, commerce and services, infrastructure, energy, and philanthropy.
The group was recently honored by U.S.-based TIME magazine as one of the ‘World’s Best Companies 2025,’ ranking 817th among the top 1,000 globally, in recognition of its innovation, sustainability, and global influence.
