After two days of intensive and productive discussions with the participation of over 110 countries and numerous international organizations, the signing ceremony for the United Nations Convention against Cybercrime and High-level Conference officially concluded in Hanoi on Sunday.

Speaking at the closing ceremony, Minister Quang affirmed that the signing ceremony was a solemn and successful event, marking a historic milestone.

Representatives from 72 countries formally signed the convention, signifying a global commitment to strengthening international cooperation in combating cybercrime.

Alongside the signing ceremony, the high-level conference featured in-depth discussions and a range of side events.

Participants shared valuable insights into the global landscape of cybercrime, national and organizational efforts to address emerging threats, and the urgent need to enhance international collaboration in this field.

The event also generated a number of proposals, initiatives, and commitments to effectively implement the Hanoi Convention and to strengthen global cybercrime prevention in the years ahead.

On behalf of the Party and state of Vietnam, General Quang expressed heartfelt appreciation to world leaders, delegates, and organizations for their contributions.

He also extended deep gratitude to the United Nations, the organizing board, Vietnamese agencies, international partners, experts, scientists, volunteers, businesses, and the press for their dedication and efforts that contributed to the success of this historic event.

The minister spotlighted three key consensuses reached during the event.

First, the Hanoi Convention represents a historic and strategic step, reflecting a shared vision, responsibility, and spirit of cooperation among the international community to build a safe, trustworthy, and human-centered cyberspace for peace and sustainable development.

The convention establishes a solid legal foundation for global cooperation while reaffirming the importance of multilateral dialogue, equality, and respect for national sovereignty, ensuring cyberspace serves peace, justice, and progress.

Second, the strong participation of countries and international organizations demonstrated solidarity, responsibility, and political will in the global fight against cybercrime.

This unity opens new opportunities for cooperation, confidence-building, and shared progress among nations.

Third, the adoption of the convention by consensus and the successful hosting of the signing ceremony in Hanoi reaffirmed the central role of the United Nations and strengthened international collaboration in addressing global challenges.

It also reflected the trust and confidence of the UN and the international community in Vietnam’s role, reputation, and capability, particularly that of the Ministry of Public Security, in contributing to global security efforts and promoting a safe, humane, and sustainable digital environment.

Looking toward a secure, fair, and human-centered digital future, Minister Quang called on countries, organizations, and enterprises to join hands in effectively implementing the Hanoi Convention through solidarity, strategic trust, responsibility, and the sharing of experience, technology, and resources, especially in supporting developing nations.

“Vietnam is fully committed to implementing the convention in a serious, responsible, and comprehensive manner, strengthening bilateral and multilateral cooperation and coordinating closely with all member nations in combating cybercrime,” the minister emphasized.

The convention will stand as a beacon of global cybersecurity cooperation, guiding the world toward the shared goal of ‘Technology for People, Digitalization for Peace.’
