Shefa Province Responds to Flooding in Lalua, Mele after Heavy Rains

Authorities in Shefa Province have responded to flooding affecting communities in Lalua Community and nearby areas under Mele Area Council and Tanvasoko Area Council, following heavy rainfall linked to Tropical Cyclone Urmil.

According to Shefa Provincial Secretary General Lionel Kaluat, the flooding occurred after intense rain on 26 and 27 February, which led to rising water levels and overflow into residential areas. Lalua Community, which hosts an estimated population of up to 1,740 people, was among the most affected.

Initial scoping and assessments conducted by provincial authorities indicate that around 400 households have been impacted. The province has been working closely with the National Disaster Management Office and following established standard operating procedures to coordinate the response.

Mr Kaluat explained that the province is operating under newly established disaster preparedness and response frameworks, which were formalised in October last year. These procedures guide provincial authorities on how to respond effectively when disasters strike.

He said area administrators, council officers, and local leaders were immediately informed to assist with identifying and supporting displaced residents, particularly those whose homes were affected by floodwaters overflowing from nearby rivers.

Funding support has also been approved by the Council of Ministers, with a budget allocation of 10 million vatu for Shefa and additional support for other provinces, including Ambae. The province is currently working through the necessary government financial and procurement procedures to ensure transparency and accountability in the use of these funds.

Assistance efforts are expected to include the distribution of water and other essential supplies, as well as coordinated support through key response clusters such as food security, water, sanitation and hygiene (WASH), and infrastructure.

Mr Kaluat acknowledged that some affected communities may feel that the response process is taking time, but emphasised the importance of following proper procedures to ensure effective and accountable delivery of assistance.

He added that longer-term plans are also being considered to address recurring flooding in Lalua, including riverbed assessment and possible excavation works. This may involve the use of excavators under technical supervision from geology, mines, and environment experts to deepen and redirect the river flow, reducing the risk of future overflow into residential areas.

Authorities noted that Lalua remains a flood-prone area, and further rainfall could continue to impact the community if mitigation measures are not implemented promptly.

Meanwhile, assessments have also been completed for other flood-affected areas near the airport following heavy rains last week. Reports have been submitted, and similar processes will be followed to determine funding and infrastructure support needed for recovery efforts.
