PSC and VIT Sign MOU to Strengthen Skills and Capacity Across Vanuatu’s Public Service

The Office of the Public Service Commission (OPSC) and the Vanuatu Institute of Technology (VIT) have formalised a new partnership to boost skills, knowledge and performance across the public sector. The Memorandum of Understanding (MOU), signed on 13 November 2025, outlines a coordinated effort to deliver high-quality training, research, and professional development for government employees throughout Vanuatu.

From a press release it states that the partnership will be supported by the Vanuatu Institute of Public Administration and Management (VIPAM), which will work alongside VIT to design and deliver accredited training programs from Certificate IV to Advanced Diploma levels. The institutions will also provide short courses and micro-credentials tailored to specific workforce needs across ministries and departments.

Chairman of the Public Service Commission, Mr. Meto Nganga, said the partnership marks a significant milestone in strengthening the public service.

“This MOU will strengthen trade and development areas through the training VIT will provide and the support VIPAM will offer.”

Under the agreement, VIT and VIPAM will also collaborate on curriculum development, research projects, and trainer exchange programs to share expertise and raise teaching standards.

These efforts will ensure that public servants have access to high-quality, locally relevant training that meets the needs of modern governance.

VIT Principal, Mr. Wade Evans, said the Institute is honoured to join hands with OPSC.

“VIT has been undergoing reforms and rebuilding partnerships with stakeholders, and today it is an honour to partner with OPSC for this capacity-building initiative.”

Oversight and Accountability

A Joint Management Committee will oversee the implementation of the MOU, ensuring accountability, efficient resource sharing and regular monitoring of progress. Programs delivered under the agreement will comply with Vanuatu Qualifications Authority standards. Key performance indicators—such as certification rates, course delivery, and the success of trainer exchanges—will be monitored to ensure the partnership delivers measurable results.

Shared Responsibility and Good Governance

Both institutions have committed to sharing facilities, resources and operational costs while maintaining transparency through proper financial records and annual performance reviews. The MOU also outlines clear procedures for dispute resolution, data protection and confidentiality.

Building a Stronger Public Service

The signing of this MOU marks an important step in strengthening Vanuatu’s public administration system. By investing in continuous learning and professional growth, OPSC and VIT are reaffirming their commitment to a modern, efficient, and capable public service—one that supports excellence, innovation and sustainable national development for all Ni-Vanuatu.
