Syracuse, N.Y. — Sharon Owens stood before a crowd of more than 300 jubilant supporters on a mobile stage placed under a painting of Harvey Baldwin, Syracuse’s first mayor.
The location for her victory speech Tuesday night inside Palladian Hall was not randomly chosen.
