CASPER, Wyo. — Provided below are the defendants and charges from appearances in Natrona County Circuit Court on Thursday. The Honorable Seventh Judicial Circuit Court Judge Cynthia Sweet presided while Assistant District Attorney Jared Holbrook represented the state. 

All defendants entering not guilty pleas or charged with felonies are presumed innocent until convicted or pleading guilty. Charges may be amended in future proceedings.

Pleas on felony charges are not entered in circuit court, though bond conditions are set. Misdemeanor charges included in the same case advance with the felony and to district court, where a formal plea is entered.

A bail bondsman can post a surety bond, typically requiring at least 15%. A “personal recognizance” or “signature” bond means there is no money required to get out, but the defendant could owe the full amount if they fail to appear.

Factors affecting bond and sentencing include the nature of the crime, the weight of the evidence, ties to the community, and the defendant’s criminal history, including current bonds or active probations. For probation revocations, the state is only required to prove the allegations in an affidavit for revocation “to a preponderance of the evidence.” For defendants denying probation violations, a new bond is set. For purposes of this document, admissions and denials are represented as guilty and not guilty pleas, respectively. 

Fees for certain convictions may include $150 to the Crime Victims Compensation Fund, $70 in court costs and $50 to Drug Court assessment. Only additional fines and restitution amounts are reported below.

Felonies and engrossed misdemeanors

  • Christian Ryan Cheatham, 25 – Fraud by Check: Over $1,000, Forgery
    • $7,500 cash or surety bond
  • William Everitt Harrison, 58– Fraud by Check: Over $1,000, Forgery
    • $5,000 cash or surety bond
  • Lillyann Morales, 19 – Forgery (U.S. Treasury Notes), Theft Under $1,000
    • $3,500 cash or surety bond
  • Terry Dwayne Delaney, 46 – Forgery (U.S. Treasury Notes), Theft Under $1,000
    • $6,000 cash or surety bond

Guilty and no-contest pleas

  • Thesha Marie Fellon – Battery
  • Duran Richard Virgi – DUI: Third in 10 Years, Interference
    • 30 days jail (mandatory minimum on DUI: Third)
    • One year suspended, two years supervised probation
    • $1,020 in fines and court costs due 12/31/26
  • Shaun Zachary Chris– Breach of Peace (12/3/25)
    •   Time served, $300 fine
  • Zachary Grant Foster – Probation Revocation
    •  One year imposed, screen for ADC

Not guilty pleas

  • John Garvin Ennis, 44 – DUI
    • $775 cash or surety bond continued
  • Daniel Wayne Cantine, 56 – Domestic Battery
    • $3,500 cash or surety bond
