Franklin City Councilor Thomas Boyce turned himself in to state authorities Thursday after an assault incident that occurred at a local restaurant in May, police said.

Local and state police officers responded to JJ’s Wood-Fired Pizza Restaurant & Tavern on May 7 for a report of an altercation between Boyce and employees, according to state police. At the request of the Franklin Police Department, state police led the investigation.

Police issued a warrant for two counts of simple assault and two counts of disorderly conduct. Boyce surrendered to officers at Troop D barracks in Concord on Thursday.

Boyce has served on the Franklin City Council since 2025 after winning against Sam Jacobson — who took Glen Feener’s Ward 2 seat in 2026 — by a slim majority.

The altercation started when Boyce and a worker building the restaurant’s patio argued over a parking dispute, according to employees.

Boyce was processed and released on personal recognizance bail and is scheduled to appear in Franklin District Court on Oct. 5.
