CASPER, Wyo. — The Casper City Council signed off on improvements to multiple Solid Waste Division facilities at its Tuesday meeting by approving a contract for security upgrades.
The council unanimously voted to authorize a $88,956 contract with local company Dynamic Controls to install security card readers at several municipal solid waste buildings.
The city looks to replace the physical door keys with electronic access controls to enhance security, interim Public Services Director Ethan Yonker said.
While Dynamic Controls submitted a base bid of $100,500 in February, city staff negotiated a $11,594 reduction to ensure the project remained within the fiscal year 2026 budget, Yonker said. The cost savings were achieved by removing the truck barn from the current project scope, with city officials noting that those upgrades will be planned for a later date.
The total project cost is estimated at $89,454.95, which includes a construction contingency account of $498.95. Funding for the security improvements will come through the city’s Balefill Fund.
