“We will make decisions today regarding the shadow fleet vessels. We have 40 additional vessels, blast enablers,” Kallas said.

She added that these measures are being taken “for depriving Russia of the means to fund this war“.

Background:

  • The European Union decided to impose sanctions on shadow fleet vessels transporting Russian oil separately from broader sanctions packages.

  • Earlier reports said that sanctioned tankers had recently been attacked off the coast of Türkiye . Sources in Ukraine’s Security Service (SSU) told Ukrainska Pravda that the incidents were part of a special operation carried out by the SSU.

  • Turkish President Recep Tayyip Erdoğan described these incidents as an “alarming escalation”.

  • On 4 December, Türkiye’s Ministry of Foreign Affairs summoned representatives of the Ukrainian and Russian embassies to express its concern over a series of attacks on vessels from Russia’s shadow fleet in the Black Sea.
