AKIPRESS.COM – Secretary General of the Organization of Turkic States (OTS) Kubanychbek Omuraliev summarized the organization’s activities for 2025 in his New Year’s address, noting significant progress in political, economic, and humanitarian cooperation among Turkic states.
Omuraliev highlighted that the past year was a crucial stage in implementing the “Vision of the Turkic World – 2040” and the OTS Strategy for 2022–2026. Under the chairmanship of Kyrgyzstan in 2025, over 150 events were organized, including more than 30 high-level meetings, and 10 new initiatives were launched to deepen integration and institutional development.
A key event was the OTS Informal Summit held on May 21, 2025, in Budapest, Hungary. The resulting Budapest Declaration defined priorities for economic integration, digital development, and security. This was the first such event held in Europe, on the territory of an Observer State.
A historic event was the first meeting of the OTS Heads of Government in Bishkek, which established a permanent coordination mechanism to accelerate the implementation of summit decisions.
The 12th OTS Summit took place on October 7, 2025, in Gabala, Azerbaijan, under the motto “Regional Peace and Security.” The Gabala Declaration, comprising 121 points, was adopted, and the chairmanship was officially transferred from Kyrgyzstan to Azerbaijan.
The “OTS+” format was approved to deepen cooperation with external partners.
New areas of cooperation were expanded in 2025, including interaction among central banks, financial intelligence units, defense industries, intellectual property institutions, and social agencies. Economic integration was strengthened through the creation of:

The Turkic World Insurance Union
The Turkic Investment Promotion Network
Priority infrastructure projects were reaffirmed, including the development of the Middle and Zangezur Corridors, as well as the Baku–Tbilisi–Kars and China–Kyrgyzstan–Uzbekistan railway routes.
Significant attention was paid to youth, sports, and humanitarian projects, including:
The 3rd Turkic States Universiade in Kyrgyzstan.
The designation of Almaty as the Youth Capital of the Turkic World.
The selection of Manas as the Tourism Capital of the Turkic World.
Forums and sports events held in Uzbekistan, Azerbaijan, and Turkey.
UNESCO proclaimed December 15 as World Day of the Turkic Language Family.
The OTS intensified engagement with global institutions, holding events in Geneva, Vienna, New York, and Brussels. High-level visits were made to Mongolia, Mexico, and the United States, expanding political dialogue and economic partnership.
In conclusion, the Secretary General thanked member states and observers for their support and contribution to the Organization’s development, and wished the peoples of the Turkic world peace, stability, and prosperity in the coming year.
