Kyrgyzstan to tighten education and digital literacy requirements for civil servants
AKIPRESS.COM – The Cabinet of Ministers of Kyrgyzstan has submitted a draft resolution for public discussion aimed at regulating civil and municipal service operations following amendments to the Law on Civil and Municipal Service.
Key proposed changes include:

Mandatory higher education for senior, principal and lead civil service positions (except where specialized education is required).

Higher education will also be required for junior civil service roles, while higher or secondary vocational education will be enough for municipal service positions.

Digital literacy will become a mandatory requirement for all positions.
The draft also clarifies procedures for internal investigations, including cases of full admission of guilt and the process of refusing to submit a written explanation, which can now be handled through electronic document systems.
