JUBA, South Sudan (Eye Radio) – The Office of the President has moved to clarify the recent appointment of Vice President Rebecca Nyandeng de Mabior to the Governance Cluster, stating the move is a temporary administrative measure and not a shift in the government’s executive hierarchy.
Speaking exclusively to Eye Radio on Wednesday, December 24, the Press Secretary in the Office of the President, Ambassador David Amuor, explained that the decision was made solely to clear a significant backlog of pending memos within the Council of Ministers.
According to Ambassador Amuor, the Governance Cluster—ordinarily chaired by the suspended First Vice President, Dr. Riek Machar—has seen a high volume of official files accumulate.
The Council of Ministers resolved to delegate these files to the next ranking official to ensure government business continues without further delay.
“The Council resolved that these accumulated memos should be shared by the nearest in ranking, and the nearest Vice President in ranking is Vice President Rebecca Nyandeng,” Amuor stated.
He further noted that VP Nyandeng was selected because her substantive cluster, the Gender and Youth Cluster, currently has only four pending memos, whereas other clusters are burdened with between 18 and 20 files.
The Presidency emphasized that VP Nyandeng’s new responsibilities are strictly technical and limited to the cabinet room. Her role involves presenting and co-sharing memos to ensure they are processed and forwarded to the National Legislative Assembly for enactment.
“It has nothing to do with the full responsibilities of the suspended Vice President,” Amuor clarified. “It is only within the Council. Those memos are to be referred to her to go and share them… so that they are presented and then returned back to the Parliament.”
According to Ambassador Amour, to ensure efficiency, the Vice President will not work in isolation. She will be supported by the Minister of Cabinet Affairs and other senior ministers who will co-share the workload of the Governance Cluster.
The clarification aims to quell public speculation regarding political restructuring following the suspension of Dr. Riek Machar. The government maintains that the current arrangement is a practical solution to facilitate the passage of critical state documents and legislative items.
