South Korea’s G7 diplomacy highlights energy focus, uneven US access

Seoul expands engagements across partners but misses Rubio meeting as Hormuz risks drive coordination

Foreign Minister Cho Hyun attended the March 26-27 G7 foreign ministers’ meeting in France at the invitation of the French chair, joining non-member participants including Brazil, India, Saudi Arabia and Ukraine. On the sidelines, Cho held a series of bilateral meetings with France, Germany, the European Union, Canada, India, Brazil and Ukraine, as well as U.S. Under Secretary of State for Political Affairs Allison Hooker, to discuss regional security, economic cooperation and global supply chain issues.

Across the meetings, discussions focused heavily on energy security and maritime risks, including navigation safety in the Strait of Hormuz, crude oil supply cooperation and broader supply chain resilience. Seoul also used the G7 platform to call for reforms to global governance institutions and to promote cooperation on critical mineral supply chains. However, no formal bilateral meeting was held with U.S. Secretary of State Marco Rubio, with only a brief exchange reported due to scheduling constraints.
