South Korea’s agreement with AMD over the weekend gives Seoul its clearest chance yet to connect foreign computing technology with Korean chips, software and research, but the wider AI buildout announced in San Francisco will deliver lasting value only if domestic companies and talent gain meaningful access to the infrastructure now taking shape.
