National Assembly Speaker Woo Won-shik appears to be attempting to revive constitutional reform long after the political crisis that triggered the debate, raising questions about whether the window for meaningful institutional change has already begun to close.
Woo this week called on rival parties to move quickly toward a limited constitutional amendment referendum that could be held alongside South Korea’s June 3 local elections.
