Hiiraan Region Traditonal Community Leader Returns to Beledweyne Amid Anger and Calls for Mobilization

Beledweyne, Somalia (WDN) — A visibly angry delegation led by the traditional leader of the Hawadle clan arrived in Beledweyne on Monday afternoon after returning from Mogadishu, where efforts to secure the top leadership position in Hirshabelle reportedly ended in failure.

Hundreds of residents gathered at Beledweyne airport to welcome the delegation, reflecting the deep political emotions surrounding the dispute over the leadership of Hirshabelle.

Among those accompanying the traditional leader was Hirshabelle Vice President Yusuf Dabageed, whose presence added further political significance to the delegation’s return. But the mood at the airport quickly turned confrontational.

Addressing the crowd in brief remarks, the Hawadle traditional leader appeared visibly angry and issued a call for mobilization, urging members of his community to prepare to contribute whatever they could—including manpower and financial support.

His remarks were widely interpreted as a call to prepare for confrontation with the Federal Government of Somalia and the Hirshabelle administration.

A Political Dispute Taking a Dangerous Turn

The developments mark a sharp escalation in the dispute over political leadership in Hirshabelle.

The Hawadle delegation had travelled to Mogadishu amid expectations that negotiations could produce a political settlement over the leadership of the regional administration. Instead, the delegation returned to Beledweyne without securing the position it had sought.

The return has now transformed what began as a political dispute into a potentially dangerous mobilization. The traditional leader’s appeal for community members to contribute both fighters and financial resources suggests that the dispute may no longer be confined to political negotiations.

If the mobilization translates into armed confrontation, the consequences could extend far beyond Hirshabelle’s political institutions.

Beledweyne at the Center of the Crisis

Beledweyne has long been one of the most politically sensitive cities in central Somalia. The city is the administrative center of Hiiraan and has repeatedly witnessed tensions over the relationship between Hiiraan and the Hirshabelle administration, as well as disputes over political representation and the distribution of power.

The latest confrontation therefore comes against an already fragile political backdrop. The involvement of prominent traditional leaders and senior Hirshabelle officials makes the situation particularly sensitive.

A Warning to Mogadishu

The message from Beledweyne is unlikely to be ignored in Mogadishu. The Federal Government is already facing political disputes with several regional actors over elections, constitutional arrangements and the distribution of political authority.

A new confrontation in Hiiraan would add another serious challenge to efforts to maintain political stability and prevent local disputes from becoming armed conflicts. For the moment, there has been no indication that a full-scale conflict has begun. But the language coming from Beledweyne is unmistakably more confrontational.

A political disappointment in Mogadishu has now returned to Beledweyne as anger, mobilization and a warning of possible confrontation. The critical question is whether political leaders and traditional authorities can contain the situation before calls for mobilization translate into violence.

For Hirshabelle—and for Somalia more broadly—the cost of allowing another political dispute to become an armed confrontation could be devastating. What failed at the negotiating table must not be allowed to become a war in the streets of Beledweyne.
