Apia, Samoa – 22 August 2025: The Deputy Director of Heath, Tagaloa Dr. Robert Thomsen has set the record straight over an incorrect newspaper report that Papalii Ulugia Dr. Tito Kamu was asked to step down as Acting Director of Clinical Division at the National Hospital.
Tagaloa said no one asked Papalii to step down and he does not know where the newspaper got their story from, but Papalii is still working as a doctor and doing his consultancy work, and he was never asked to step down.
He clarified that the Public Service Commission (PSC) has a system where Assistant Chief Executive Officers (ACEO) of ministries are rotated in leadership positions that are vacant until a permanent Officer is appointed.
“In the case of the Ministry of Health, we do not yet have a CEO, so the ACEO’s are rotated to lead,” Tagaloa explained.
Papalii’s turn as Acting Deputy General for the clinical division ends this week and a new one will replace him for 6 weeks on a rotational basis.
“This is the normal process,” Tagaloa said.
